Thomas Tefereel was a Shadowhunter and the Consul in the late 1600s.
Biography[]
In 1688, Consul Tefereel brought about a set of Reforms which declared that werewolves living outside mundane habitations were not committing a capital crime. The Reforms also required Shadowhunters to be careful when judging werewolves and warlocks, such that they would only be persecuted if they were really breaking the Law.[1]
