Bower was born in London, England. His mother, Anne Elizabeth (née Roseberry), is a music manager, and his father, David Bower, works for the Gibson Guitar Corporation. His maternal great-great-great-great-grandfather was Sir John Campbell, of Airds, Lieutenant Governor of Saint Vincent and the Grenadines.
He attended Bedales School, and is a former member of the National Youth Music Theatre and the National Youth Theatre.
He began his professional career when his friend Laura Michelle Kelly recommended him to her agent; they eventually co-starred in Tim Burton's Sweeney Todd: The Demon Barber of Fleet Street in 2007, with Jamie playing the role of Anthony Hope.
Jamie has since starred in several TV series, films, some music videos, and musicals—some of his more notable roles include: vampire Volturi member Caius in three out of the five Twilight movies; a young Gellert Grindelwald in the 2010 Harry Potter and the Deathly Hallows: Part 1; King Arthur in the Starz original 2011 television series Camelot; and Joe in the 2015 West End musical Bend It Like Beckham.
In addition to acting, he is also the lead singer of the band The Darling Buds, now Counterfeit with Tristan Marmont and Roland Johnson. Bower was a part-time model with Select Model Management in London and was part of Burberry's Campaign Stars for spring/summer 2014.
On May 31, 2011, Jamie's casting as Jace for the film adaptation was announced. Jace was cast after an extensive search for the role. He was one of the three people (along with Ed Speleers and Leebo Freeman) who Lily Collins, who had been recently cast as lead Clary Fray, read and screen-tested with.
- Jamie played Joe in the Bend It Like Beckham musical, during its West End premiere in 2015, a role first played by Jonathan Rhys Meyers, who plays Jamie's onscreen father figure in The Mortal Instruments: City of Bones.
- Jamie and his City of Bones leading lady Lily Collins began dating during filming; though the relationship ended in August 2013, they reconciled in later in May 2015 and are currently dating.
